Evaluation of NDGPS for Assessing Road User Charges

چکیده
With advances in modern technology, fuel consumption will drop with a resulting decrease in state and federal income from motor fuel taxes, decreasing the revenue available to maintain and improve the transportation infrastructure. To keep pace with future transportation needs, a new funding mechanism is needed to supplement or replace the current road financing mechanism. One possible approach is to charge for road use based directly on a measure of travel on public roadways. The main goal of this research was to develop the system requirements for the GPS component which would determine the vehicle’s location within an in-vehicle road user charging system. The focus was to evaluate the GPS in the most difficult of environments where roads of different jurisdictions and possibly different fee structures are located in close proximity to each other. In order for the system to be effective it must be able to place the vehicle on the correct road. Commonly used GPS receivers do NOT have sufficient accuracy for road user charging applications in which roads close to each other must be distinguished. However, GPS-determined positions can be corrected using differential GPS (DGPS). This paper describes (1) a methodology to specify the needed accuracy of a GPS receiver to meet a required accuracy in distinguishing roads with a given separation distance at a statistical level of confidence, and (2) the results of a series of road based experiments that were performed to evaluate GPS receivers that utilize the Nationwide DGPS (NDGPS) Service.

Evaluation of the Effects of Maintenance and Rehabilitation Projects on Road User Costs via HDM-4 Software
Rapid growth in a number of vehicles on roadways accelerates pavement deterioration trends. Pavement inefficiency in carrying the applied load from passing vehicles results in spending significant costs on continues Maintenance and Rehabilitation (M&R) treatments. Lane closure owing to the implementation of M&R operations incurs enormous costs on road users. The research aimed to calculate, and...
متن کاملRoad Taxes, Road User Charges and Earmarking
The UK Road Fund was set up in 1921 and financed by earmarked taxes, but was unsuccessful as a form of road finance and abandoned in 1937. The paper examines why earmarking failed and what problems arise for replacing road taxes by hypothecated road charges. These charges would need to be regulated and could evolve into a more efficient system of road pricing. The paper claims that recent exper...

This paper describes the design and implementation of a field trial of a GPS-based road-user charging system held in Newcastle upon Tyne, U.K. Employees from the University of Newcastle upon Tyne were recruited to participate in experiments of both point-based and distance-based charging. To avoid road-user charges for commuting to and from the University during the trial period, volunteers cou...
متن کاملPerceived Barriers to Utilizing Maternal and Neonatal Health Services in Contracted-Out Versus Government-Managed Health Facilities in the Rural Districts of Pakistan
Background A number of developing countries have contracted out public health facilities to the Non-Government Organizations (NGOs) in order to improve service utilization. However, there is a paucity of in-depth qualitative information on barriers to access services as a result of contracting from service users’ perspective. The objective of this study was to explore perceived barriers to util...

Heavy goods vehicles not only have a non-marginal impact on the performance of the road network in terms of traffic congestion, exposure to risk and accidents, they also provide an essential service in the distribution chain. Both sellers and purchasers of goods rely on an efficient transport system to ensure that goods are available at a time and location that meets the demands of end users. A...
